Randy Willis
Chief Executive Officer
Randy Willis joined the AP4 Group in 2024 as CEO and President.
Randy has demonstrated experience in building enterprise value companies in the energy sector across renewables, power generation, oil & gas industries, and industrial industries over the last 35 years. His fundamental strategy is developing and delivering products and services that create value for his customers, focusing on what is most important to them and the assets they own. He is a people leader and celebrates his success through the successes of his teams. Before joining AP4, he enjoyed over 25 years of experience in leading companies for various public and private equity owned companies.
Most recently, Randy worked as a board director and advisor to multiple companies, including the AP4 Group. He has worked as a consultant and interim leader within his consulting engagements and has had the opportunity to co-create value for the companies he has supported and the customers they served. He was also the Chief Commercial Officer for Volt Power, a construction services company in the transmission and distribution space.
Previously, Randy served as Chairman and CEO at Granite Services International, Inc. where his teams were responsible for installing, commissioning, and maintaining power generation, oil and gas renewables equipment, and providing field engineering, technician, and craft labor services with global coverage on 6 continents and in 106 countries with over 10,000 employees.
Prior to that, Randy spent 25 years with GE Power, now GE Vernova. He started his professional career with GE as a field engineer, project manager and progressed through various regional and global executive leadership roles providing parts, repairs, installation, and maintenance services as well as conversions, modifications, and upgrades.
He holds a Bachelor of Science in Aerospace/Aeronautical Engineering from the California Polytechnic State University in San Luis Obispo, CA.

Matt Runyon
Chief Financial Officer
Matt Runyon joined AP4 Group as Chief Financial Officer in January 2025. He brings more than two decades of financial leadership experience in the power and energy sectors.
Before joining AP4, Matt served as CFO and Board Director at Atlantic Projects Company (APC), a specialty engineering, construction, and maintenance outage provider based in Limerick, Ireland. During his nearly 12-year tenure, he played a key role in APC’s acquisition by Argan Inc. in 2015 and later helped drive the company’s accelerated growth into a leading gas turbine EPC provider in the Irish and UK markets.
Prior to APC, Matt spent over 10 years at PIC Group, a global O&M service company headquartered in Atlanta, GA. He advanced to CFO, where he led banking and capital-raising efforts that culminated in a full equity sale to Marubeni Corporation. Following the acquisition, Matt held senior leadership roles as COO and CFO under Marubeni ownership for an additional five years.
Matt began his career with GE Power Systems (now GE Vernova) in its Financial Management Program, a rigorous two-year MBA-equivalent training program with rotations across gas and steam turbine manufacturing, contractual services, and nuclear energy. He holds a Bachelor of Science in Pre-Medical Studies from North Carolina State University and continued his education in Accounting and Finance at the University of North Carolina – Wilmington. Matt resides in Atlanta, GA with his family.

Shawn Moore
Chief Operating Officer
Shawn M. Moore joined AP4 as Executive Vice President in August 2023 and was promoted to Chief Operating Officer in 2024. With over 25 years of experience in the energy and utility industries, Shawn brings strategic leadership that drives value for our people, customers, and shareholders. He is committed to delivering versatile, safe, and reliable power solutions that meet customer needs and expectations.
Before joining AP4, Shawn spent 20 years with General Electric in the Power Generation Services business, where he held a variety of technical, commercial, operational, and P&L leadership roles. His diverse experience includes serving as Director of Operations for FieldCore, part of GE Vernova, where he was a key stakeholder in launching a new Field Services organization in North America.
Most recently, Shawn was President of a private equity-backed organization in the utility infrastructure market, leading a team of 250 union and non-union service employees across the United States. He is a proven leader focused on building strong customer relationships and fostering a culture of safety, operational excellence, and continuous improvement.
Shawn is a veteran of the United States Marine Corps and holds a Bachelor of Science degree in Business Management from the University of Phoenix.

Pam Ringquist
Director of People Operations
Pam Ringquist joined AP4 as Director of People Operations in May 2023. With more than 20 years of experience, Pam is a seasoned leader dedicated to developing innovative, business-focused solutions that support organizational growth and foster strong connections between employees and management.
Her expertise spans multiple industries, including legal, insurance, and financial services. Prior to AP4, Pam served as Director of Human Resources at Williams Parker, a law firm in Sarasota, FL, before transitioning to the insurance sector as Vice President of Human Resources at Gulfstream Property & Casualty and Seibels.
Pam holds a Bachelor of Science degree from Illinois State University and is a SHRM Senior Certified Professional (SHRM-SCP). Her commitment to continuing education and staying current with industry best practices ensures she is well-equipped to lead AP4’s people operations team.

Samuel Leyton
Vice President of Sales
Sam Leyton joined the organization in 2008 and was appointed Vice President of Sales in 2025. Prior to this role, he served as General Manager of AP4 Distribution, where he oversaw the continued success and growth of the company’s parts distribution business.
Sam began his career with the organization under GTC Control Solutions in August 2008 in a Sales and Marketing role. In 2010, he was promoted to Services Manager to lead the newly established Services Division. Alongside these responsibilities, Sam was named Senior Business Development Leader in 2018. During his tenure in Sales and Services at GTC, he grew sales in his region by more than 50% and increased Services revenue tenfold.
Before joining AP4, Sam worked as a Senior Account Manager for a major ground transportation and logistics company in London, England. He holds A-levels in Business Studies, Accounts, and Information Communication Technology from Colchester Sixth Form College.

Charles Nagley
Vice President of Parts
Charles Nagley joined AP4 in 2025 as Vice President of Parts, bringing more than 25 years of leadership experience in the aviation, power generation, and utility infrastructure industries. His expertise spans operations, strategy execution, and driving commercial growth across both corporate and private equity environments.
Throughout his career, Charles has held senior roles leading strategic growth initiatives and operational improvements for multiple organizations, including GE Power, Atlantic Plant Maintenance, and Artera. He holds an MBA in Finance from Georgia State University and a Bachelor’s degree in Aerospace Engineering from Embry-Riddle Aeronautical University.
Outside of work, Charles enjoys spending time with his family and participating in outdoor activities such as golfing, fishing, and skiing. He resides in Atlanta with his wife, three children, and extended family.

Gary Hughes
President, Hughes Technical Services
Gary Hughes joined AP4 Group in July 2022 following the acquisition of Hughes Technical Services (HTS), a company he founded in 2014.
With more than 25 years of experience in the power industry, Gary has extensive expertise in commissioning and maintaining gas turbines ranging from 50–200 MW and steam turbines from 35–450 MW. Throughout his career, he has held key roles including Commissioning Engineer, Commissioning Manager, Plant Manager, and Project Engineer for leading companies such as ABB and Alstom.
Gary holds a Bachelor of Engineering in Electrical Engineering from the University of Ulster and is certified by ALSTOM/ABB as an Electrical Commissioning Specialist for various electrical systems, including SFC, AVR, and air-cooled generators.

Peter Levesque
Vice President of Services
Pete Levesque leads AP4’s Controls Services team, delivering field and remote troubleshooting, maintenance, project execution, and retrofits for turbine, excitation, and LCI control systems. Pete joined AP4 in 2013 under the legacy company Turbine Controls and Excitation (TC&E) as General Manager. Following AP4’s acquisition of TC&E in 2020, Pete was appointed to his current role as Vice President.
Pete has over 30 years of experience in various engineering and maintenance positions, management, operations, and business development roles in the energy and utility industries. Before joining AP4, Mr. Levesque spent 11 years with NextEra/NextEra Energy Resources as part of the outage execution staff. He supported both companies in all outage and planning execution and was later promoted to Outage Manager, where he supervised budgetary financial and commercial duties while overseeing all outage activities. He started his career at Westinghouse as a field engineer inspecting, upgrading, and performing as a technical advisor.
Mr. Levesque is a proven leader focused on strong customer relationships, safety leadership awareness, and development. He is a Veteran of the United States Navy (Reserves). He holds a Bachelor of Science degree in Power Engineering from Maine Maritime Academy and a Master of Business Administration from Southern New Hampshire University.
